Is 220 tips enough?

It gives a slim, open outline rather than a dense one. Buying guides are clear that tip count drives fullness, so expect a neat narrow column. At two feet wide there is far less surface to cover than on a full tree.

Does it come with lights?

No. It is unlit, so the colour and the amount are your choice, and the string can be replaced in any later year without a new tree.
